Victoria AML / KYC Policy

Victoria
  1. Purpose and Scope

This document sets out the anti-money laundering (AML) and know-your-customer (KYC) policy that applies to all accounts registered on the Victoria platform. The policy is intended to prevent money laundering, terrorist financing, fraud, and other forms of financial crime in connection with any activity conducted through the service.

Victoria operates in accordance with Canada’s federal AML framework, including the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and applicable regulations administered by FINTRAC, the Financial Transactions and Reports Analysis Centre of Canada. Where provincial requirements apply, those obligations are observed in addition to federal rules.

This policy applies to all users, regardless of account status, transaction history, or method of access.

  1. Why Identity Information Is Collected

Under applicable law, the company is required to establish and verify the identity of users. Identity verification serves the following compliance purposes:

  • Confirming that the account holder meets the minimum age requirement of 21 years.
  • Establishing that the account is operated by the registered individual and not a third party.
  • Detecting and preventing the use of the service for money laundering or the financing of illegal activity.
  • Satisfying recordkeeping and reporting obligations under the PCMLTFA and FINTRAC guidance.
  • Supporting responsible gaming controls by confirming account ownership.

Completion of identity verification is a condition for continued access to the account. Deposit, withdrawal, or other account functions may be restricted until verification is satisfactorily completed.

  1. When Verification Is Required

Identity documents may be requested at any of the following points:

  • At registration or before the first deposit or withdrawal is processed.
  • When a transaction meets or exceeds CAD 10,000, including qualifying multiple transactions within a 24-hour period.
  • When account activity triggers an internal review under transaction-monitoring procedures.
  • When a change is made to account details, including payment method, contact information, or registered address.
  • When there are reasonable grounds to suspect that a transaction or attempted transaction may relate to money laundering or terrorist financing, regardless of the transaction amount.
  • At any other point required by applicable law or the company’s internal risk-based procedures.

Verification requests are a standard compliance measure and do not in themselves indicate suspected wrongdoing by the user.

4. Required Documents

4.1 Proof of Identity

The following government-issued documents are accepted as proof of identity:

  • Valid passport
  • National identity card
  • Canadian provincial or territorial driver’s licence

The document must be current, unaltered, and clearly legible. Expired, damaged, or mismatched documents are not accepted. Provincial health cards are not accepted for identity verification purposes under these AML procedures.

4.2 Proof of Address

A document confirming the user’s current residential address is required. Acceptable documents include a recent utility bill, bank statement, or official government correspondence. The document must be dated within three months of the date of submission and must display the full name and address as registered on the account.

4.3 Proof of Payment Method Ownership

Where required, users may be asked to confirm that they are the registered owners of the payment method linked to the account. Acceptable evidence depends on the payment method and will be specified in the verification request.

4.4 Source of Funds

For transactions at or above applicable thresholds, or where monitoring procedures identify a need for enhanced due diligence, documentation confirming the source of funds used in connection with the account may be requested. This may include payslips, bank statements, tax records, or other financial documentation appropriate to the user’s circumstances.

  1. How to Submit Documents

Documents must be submitted only through the authenticated, secure channel specified in the verification request issued by the company. Documents are not accepted if sent to unverified email addresses, third-party messaging accounts, or any channel not explicitly designated for this purpose.

Documents should not be submitted in response to unsolicited requests. If a request appears unusual or originates from an unrecognised source, the user should contact support through the official channel before providing any information.

  1. Processing and Timelines

Submitted documents are reviewed as promptly as practicable. Processing time may vary depending on the volume of requests and the completeness and clarity of the information provided. The outcome of the verification review is communicated through the contact details registered on the account.

If submitted documents are incomplete, illegible, or do not satisfy the requirements of this policy, the user will be informed of what additional information or documentation is needed. Account or transaction restrictions remain in place until verification is completed to the satisfaction of the company and in line with applicable legal obligations.

  1. Transaction Monitoring and Reporting

Victoria maintains ongoing transaction monitoring across all accounts. Where a transaction or pattern of activity gives rise to reasonable grounds for suspicion, a suspicious transaction report is required to be filed with FINTRAC, regardless of the amount involved.

Casino disbursements of CAD 10,000 or more, including qualifying multiple disbursements within a 24-hour period, are subject to reporting obligations under applicable federal rules. Large cash or virtual-currency transactions at or above the applicable CAD 10,000 threshold may also trigger recordkeeping or reporting requirements.

These obligations apply automatically and are not subject to user consent or opt-out.

  1. Recordkeeping

Identity documents, verification records, and transaction data are retained for the periods required under the PCMLTFA and associated regulations. Retained records are held securely and processed in accordance with the Victoria Privacy Policy. Access to retained records is limited to authorised personnel and, where required by law, to FINTRAC or other competent authorities.

  1. Consequences of Non-Compliance

If the user does not provide the requested documents within the specified timeframe, or if the documents provided do not satisfy the verification requirements of this policy, Victoria may take one or more of the following steps:

  • Suspend deposit or withdrawal functions on the account.
  • Place a temporary hold on pending transactions.
  • Restrict access to account features pending completion of verification.
  • Close the account where verification cannot be completed and applicable law permits or requires closure.

Any funds held in a restricted account will be managed in accordance with the Victoria Terms and Conditions and applicable legal obligations.

  1. Contact

Questions about a verification request or this policy should be submitted to the support team through the official channel listed in the account portal. Identity documents should not be shared through any other channel.
